Hungary on 27 October again refused to approve the screening results for clusters 4 and 5, the last two blocks of Ukraine’s EU accession talks that remain unopened, at a meeting of the EU Council’s enlargement working party in Brussels, European Pravda reported, citing several EU diplomats. It was Budapest’s second refusal in a week.

Ukraine is pursuing EU membership while fighting Russia’s full-scale invasion, and for years its path ran into vetoes from Viktor Orbán’s Hungary. Orbán lost power in April to Péter Magyar, who promised to bring Hungary back to Europe. His government is now the one blocking the last two clusters.

Brussels knew Budapest would say no

One of the diplomats said that “Hungary’s position has not changed.” Ireland, which holds the rotating presidency of the EU Council, knew in advance that Budapest would not move but put the item on the agenda anyway. Another diplomat described the repeat vote as a political move to raise pressure on Hungary rather than a real attempt to get a yes.

Hungary’s arguments were not disclosed on 20 October, when it first blocked the step. Cluster 4 covers transport, energy, trans-European networks, the environment, and climate. Cluster 5 covers agriculture, fisheries, regional policy, and budget rules.

Kyiv paid for two clusters, and the last two stay shut

Earlier this month, Ukraine’s parliament passed the minority-language schooling law Budapest had demanded, and the EU opened clusters 2 and 3 on 13 October. Magyar’s government has tied its support to Kyiv meeting 11 demands on the rights of the Hungarian minority.

On 16 October, President Volodymyr Zelenskyy held his first one-on-one meeting with Magyar in Brussels and thanked him for opening the two clusters, adding that work was underway to open the remaining two by the end of the year, his office said. Ten days later, Zelenskyy set out why the timing matters.

“It is very important that the remaining two negotiating clusters for Ukraine are opened by the end of this year, and that during the Lithuanian presidency we could already close negotiating chapters,” he wrote.

Lithuania takes over the EU Council presidency in January.

Budapest’s next moves may also decide whether Ukraine and Moldova still advance together.

Moldova’s President Maia Sandu discussed the opening of her country’s last two clusters with Magyar during a visit to Budapest last week, and in July Hungary already offered to move Moldova ahead on its own.

Ukraine wants the EU to force Moscow into a ceasefire with frozen Russian assets, trade and transit embargoes, maritime bans, and entry bans, Ukrainian Foreign Minister Andrii Sybiha wrote on X after the EU Foreign Affairs Council in Luxembourg on 12 October 2026. He also welcomed new EU sanctions listings adopted that day and progress in Ukraine’s EU accession talks.

Kyiv has spent this month laying out truce formats it would accept while awaiting Russia’s position on talks, and the levers it is pressing the EU to use include frozen Russian assets that EU leaders failed to agree on tapping last December.

The pressure Kyiv wants from the EU

Sybiha called it “devastating pressure.” He also wants Russian combatants and their families barred from the EU, maximum visa restrictions, and Russia’s isolation in culture and sports.

I was pleased to attend the EU Foreign Affairs Council today.

It is time for Europe to define its strong role. Our future and our security are in our hands.

Now is the time for real European pressure on Moscow. Not half-measures, but devastating pressure: frozen assets, trade… pic.twitter.com/AnI8h6HXbs

His post named three types of ceasefire—energy, food security, and a full ceasefire—without saying whether Kyiv would accept them separately. Earlier this month, he told journalists Ukraine was ready for an energy and Black Sea ceasefire “but only in such a combination.”

New sanctions listings and two more accession clusters

The minister welcomed the EU’s 12 October adoption of new sanctions listings against Russia—the largest single expansion of the bloc’s blacklist. EU ambassadors agreed on the 1,646 names on 7 October. They include 1,569 tied to Russia’s military industry and 77 to its so-called State Duma elections. The listings are separate from the EU’s 22nd sanctions package, which the EU has yet to adopt.

He also welcomed the EU’s “green light” for opening two more clusters in Ukraine’s EU accession talks: Internal Market, and Competitiveness and Inclusive Growth. The formal opening was scheduled for an intergovernmental conference on 13 October.

Front-line briefing and aid requests

Sybiha said he briefed European colleagues on the front-line situation, Russia’s plans, and ways to deprive it of its advantages, and that he passed partners specific requests for aid. He reaffirmed Ukraine’s commitment to reforms.

Ukraine's parliament registered a bill on minority-language schooling on 1 October to lift Hungary's block on the country's European Union membership talks, Ukrinform reported. Kyiv acts first with the legislation. Budapest reciprocates by letting the EU push the stalled accession process forward. Hungary's government welcomed the text within a day.

Ukraine's route into the European Union turns on unanimous votes, so one member state's leverage can stall the entire queue—and Kyiv is trying to pry the clusters open one bargain at a time before the window for this year's progress closes.

A tightly timed swap

European Pravda, citing unnamed sources, reported that the two capitals agreed to move in parallel after a public standoff, with neither side willing to go first on trust alone. Ukraine registers and passes the bill. In return, Hungary is to let the Council of the EU presidency send Kyiv, on 6 October, the requests needed to open two negotiating clusters—stages of the membership process. The Rada plans an extraordinary session on 12 October to adopt it, and European Pravda says the votes are there. A Council of the EU decision is due on 13 October, ahead of a European Council summit two days later. Deputy Prime Minister Vsevolod Chentsov said rebuilding trust will take concrete steps from both governments.

What the bill changes

Lawmakers filed Bill No. 16119, which creates a national minority school status: a school qualifies when over half its pupils—50% plus one—study in a national-minority language that is also an official EU language. By Education Ministry estimates, that fits about 149 schools, roughly 1.2% of Ukraine's general secondary institutions. Ukrainian stays the language of instruction, and the bill does not return Russian to classrooms.

Pupils at qualifying schools could use the minority language with teachers and classmates, not only in lessons, and parents could petition to add subjects taught in Ukrainian. The text also covers Ukraine's indigenous peoples, such as Crimean Tatars, and drops a Ukrainian-language certificate requirement for the heads of 29 private schools for as long as they stay in their posts. Education committee head Serhii Babak said the solution protects Ukrainian while meeting an EU accession commitment.

What changed in Budapest

Hungarian Prime Minister Péter Magyar posted on Facebook that the bill strengthens legal guarantees for Hungarian-language education and the school network, and wrote that he expects those rights honored in practice. European Pravda framed the outcome as a win Magyar's own voters can read as delivering what the previous government never secured. Foreign Minister Anita Orbán said the new government had achieved more in a few months for the Hungarian minority in Zakarpattia than Viktor Orbán's cabinet managed in ten years. Under Magyar, Hungary agreed in June to open the first accession cluster but kept slowing the rest. Only in recent weeks, European Pravda wrote, did Budapest abandon Orbán-style unconditional blocking. This bill is meant to free the next two.
