In the legal tangle between the Justice Department and California, a federal judge on Tuesday deferred a ruling but said the government already had a remedy it could use after the election.
The ruling largely blocked homeland security agents from carrying out field interviews in nine states, including California, as part of a sprawling effort to find noncitizens registered to vote.
State and local officials said that they received thousands of names lacking key identifying information, and that many of the names were paired with addresses over which they had no jurisdiction.
Mayor Karen Bass and her former ally, the City Council member Nithya Raman, attacked each other’s records on Tuesday night in the last televised debate before the election.
